No. To access an official master's degree, you must hold an official university degree. If you complete your degree after the registration period has closed, you can apply for late admission to a master's degree if there are still places available and you submit a request to the master's degree coordinators.

As with any other official degree, students of official master's degrees are eligible for grants offered by the Spanish Ministry of Education. Additionally, there are other organisations that offer grants to master's degree students.
